The object sticking up in the air is the Test Responder, used by the MTR, during daily checks, drills, and launch operations. It was actually a Nike-Ajax guidance section with antennas in a specially modified weatherproof housing that was mounted and cranked by hand to the top of its mast... All Nike-Ajax and Nike-Hercules units had a Test Responder.
