The authors of the article provide information on the role of personnel service units in the VII Corps (Moehringen) and the 8th Infantry Division (Bad Kreuznach) areas.

Tha real names of VII Corps' two subordinate combat divisions mentioned in the artile are obviously NOT "1st Airborne Division" and "3rd Intelligence Division," but the 1st Armored Division (Ansbach) and 3rd Infantry Division (Wuerzburg). And the 419th PSC is also fictitious, as is Relly Kaserne.

The 38th Personnel & Administration Battalion was activated on 15 Jan 1973 as part of VII Corps Support Command.

On July 27 1976, the battalion became a separate unit under direct operational control of VII Corps.

MISSION: to provide personnel service support to all military personnel and their families in southern Germany (VII Corps AOR); and to furnish administrative service support, enlisted personnel management support and SIDPERS support to non-divisional units in VII Corps.

(The 38th P&A Bn was inactivated on 15 Sept 1990 in Germany.)

90th Personnel & Administration Battalion

In July 1978, the 21st SUPCOM Personnel & Administration Battalion at Daenner Kaserne, Kaiserslautern, was redesignated as the 90th P&A Battalion. Concurrent with the activation of the 90th, its five subordinate personnel services companies were also activated. (The five companies were formed from the former regional personnel centers that were operated by the 21st SUPCOM.)

CO of the battalion is Lt Col William E. Duey, former commander of the 21st SUPCOM P&A Bn.

In the summer of 1977 when the 90th P&A Bn was being established, the 176th Personnel Service Company was reactivated to support the Brigade+ size unit (out of Ft Hood) that was being permanently assigned to the former British Army of the Rhine geographical area (northern Germany) (Webmaster's note: this brigade was originally known as Brigade 75.)

New infrastructure was built in Garlstedt to house and support this forward operating element. I was selected by the BN Commander, LTC Bill Duey, to be the first unit commander of the 176th PSC since its deactivation in WWII. I commanded this unit for a little over two years, relinguishing command in January 1980.

Within the battalion, my unit was the only company to pass all Inspector General inspections and all PERMAS (personnel records, files, etc. technical inspections), both of which were on an “unannounced” basis.

My follow-on assignment was to the Office of the Adjutant General of the Army, where I served as the Assistant Executive Officer for MG James Pennington, the 50th Adjutant General of the Army.

ADDITIONAL INFORMATION
There was already in place a small personnel detachment that had been placed under the 187th PSC in Mannheim (because it was the closest 21st SUPCOM personnel unit). This small element was physically located on Carls Schurz Kaserne in Bremerhaven.

With the activation of the 176th PSC, additional soldiers arrived over the summer and fall of 1977 to get to full strength as a TO&E unit and we stayed at the Bremerhaven location.

In addition to the 2nd AD (Fwd) element, we supported units that were stationed in the Netherlands and Belgium (FA & ADA warhead custodial units). The 176th supported approximately 26,000 soldiers and dependents when all units came to full strength.

Larger PSC’s called for a Major as its unit commander (e.g., the 187th in Mannheim). The 176th PSC called for a CPT commander, and I reported directly to the 90th P&A Battalion.

In the European theater, each PSC commander also received a “letter report” from the community commander in which the PSC physically resided. In my case, the community commander was the 2nd AD (Fwd) CG (BG Anderson). This additional document became part of the official OER rating and placed in your permanent records with the actual OER.

The 176th PSC is located in Building #2 at Carl Schurz Kaserne in Bremerhaven.

The peacetime mission of the company is to provide personnel support, such as processing ID cards, passports and promotion orders, to all non-2nd Armored Division (Fwd) units throughout the Norddeutschland Military Community. The company maintains approximately 2500 personnel records.

In wartime, though, the mission changes. In wartime the company becomes a replacement processing station, processing in new troops to replace casualties.

As a combat service support unit the 176th is also responsible for its own defense. During periodic ARTEP (Army Training and Evaluation Program) exercises, the unit is evaluated on both phases of its wartime mission - the tactical phase and the unit's personnel specialities.

I was assigned to the unit from March 1986 to March 1988.

Additionally, I was stationed both at Nellingen and Goeppingen Germany, assigned to 198th Per Svc. Co. (38th P & A Bn.) from March 1988 to May 1990.

ADDITIONAL INFORMATION
The "community" barracks, at the time, housed most of the small support units on post. It was a co-ed barracks, male and females shared different floors.

If I remember correctly, the 21st Replacement Det inprocessing personnel were relocated from Gutleut to Kennedy Kaserne.

During the time of their move, I was assigned at the
Frankfurt Regional Personnel Center (RPC-FKT) behind the O'Club and next to the V Corps helipad.

Our barracks was the Kennedy Kaserne (a 5-story building) that was built in the early 1960s on the corner of Eschersheimer Landstrasse and Bremer Strasse. (Kennedy Kaserne was located about 400 yards at a 60 degree bearing from the front door of the Abrams building to Kennedy, calculated via Google Eagle and its "Ruler" tool.)

I had a friend (SP4 Washbourn) who was stationed with the 21st as an assignment clerk and he stayed in Kennedy Kaserne after their move from Gutleut Kaserne.

I was a Frankfurt resident from 1966 - 1979 as a military/civilian brat, then active duty and then military spouse. I was attached to FKT MIL COM - AER/Red Cross (in the old dental clinic building) from Oct 82- Dec 83 pending the outcome of compassionate reassignment request.

As for other units billeted at Kennedy, some of the women from RPC-FKT were billeted on the 2nd floor. Iirc the whole 2nd floor was female. I'm thinking 18th Finance had people (both male and female) in Kennedy. I believe there was also an ASA unit billeted there.

ASA had a piece of "property" adjacent to the eastern end of the Abrams building that was fenced in. I believe it also extended a bit behind the Abrams building.

  I know of the fence because after a buddy and I got caught in the 1 Jun 1976 Baader-Meinhof/RAF bomb blast we jumped out a window (glass was already gone) and landed on the northern side of the building and we were fenced in. We jumped because in those days and prior years, where there was one, there was usually a 2nd bomb too.

Since we were fenced in, an older gentleman with a red cross pin on his khaki uniform, along with a full colonel insignia on his collar, helped us back into the building.

As we exited out the back door, the Terrace Club had a bomb go off too, sending glass and building parts up into the air from what we saw.

I reported to my office at RPC and my NCOIC had our unit mail clerk rush me to 97th General Hospital emergency room. I'm attaching the NY Times news clipping from their 2 Jun 1976 newspaper. The clip was provided to me a few years ago by the NY Times. It provides some numbers and breakdown of people injured from the bombings.

The 575th Personnel Services Company, Mannheim, was formed in January 1966 and given the mission of maintaining all of the personnel records for 1st Support Brigade. Currently, the company is in the process of assuming responsibility for all of the personnel records of the 57th Ord Bde also. This will bring the number of records handled by the company to more than 11,000 (approx. 7,000 belonging to 1st Spt Bde; and approx 5,000 to the 57th). The 575th will add an additional 34 personnel to handle the additional work load.

Basic responsibilities of the 575th include handling assignments and reassignments; processing officer and enlisted men's records, including pay, classification and reclassification, flagging actions and applications for leaves, ID cards, OCS, discharges, marriages, and other personnel actions.
